Abstract


The dramatic events that have occurred in 2016 in central Italy have urged the need for a debate on government issues raised by the earthquake, including the methods of post-seismic interventions, in order to obtain a holistic approach on methods, intervention strategies and operations.
In the aftermath, there were numerous voices from scholars, technicians and institutions who addressed the most urgent issues in support of the population and the damaged urban centers. The current territorial governance practices adopt an approach that is still inefficient, and the emergency plan seems to be one of the main evidences due to its technical and regulatory nature, exacerbating the internal contradictions in the cognitive and emergency processes.
The purpose of this article is, therefore, to offer a reflection on the procedures, methods, and criteria to guide the interventions of recovery, restoration and reconstruction of the inhabited areas damaged by the earthquake to cross-reference the many individual areas with the general objectives recognized by the government planning
