Abstract

Art. 59 of Law no. 221 has inserted art. 68 bis, according to which "river contracts contribute to the definition and implementation of district planning tools at the river basin and sub- basin level, as voluntary strategic and negotiated planning tools that pursue the protection, correct management of water resources and the enhancement of river territories, together with safeguarding from hydraulic risk, contributing to the local development of these areas ". Generally speaking, it is an instrument aimed at implementing the aims of the European Directives on Water and Floods which, however, the national legislator has been careful not to define in its typical and essential legal elements with the exception, as it seems, of the objectives which this instrument is aimed at
