Ad ogni periodica crisi economica (e sociale) del Paese si ritorna a riproporre la questione della riforma dell' apparato di amministrazione pubblica ed allora sorge la necessità di indagare, in termini politico-giuridici, quale sia il collegamento funzionale tra le due problematiche in questione

Abstract

We warn that the writer, especially in recent times, intends to retrace, also in terms of retrospective of the causes (and / or reasons if you prefer), the main lines of issues, which arose at the 'the day after the approval of the Constitution, and periodically re-proposed up to the current democratic period, they have not yet found a solution that can reassure the political forces (which are also looking for a more stable reorganization).

In some respects the problem posed seems to take on the dimension of an "oxymoron" since it seems that the political forces that raise the problem want to solve it, but in fact they avoid for purely political (if not shop) interests; hence the investigation (and the related naturally scientific curiosity) to seek (and if there is) a single and constant reason to determine the equally continuous reference to the need to find an adequate solution and send it to future political conditions that would allow it to be resolved.
