Management delle concessioni sanitarie e trasferimento del rischio dalla parte pubblica alla parte privata


Abstract


Even if PPP initiatives are very complex and need strong demand of public commitment, they could be a strategic tool in order to design, build and manage new infrastructures, moreover, it could be the main tool in Italy, because of the fiscal compact and the lack of public investments. The challenge is to learn from the best experiences, such as what Infrastrutture Lombarde realized since 2005 to built six new hospitals in Regione Lombardia, to innovate in terms of risk management: risk identification; risk assessment; risk allocation; risk mitigation; monitoring and review.

The focus is on the availability risk, which is the main issue in public infrastructures (vs. economic infrastructures), and how to decline it in order to pursue better “value for money” strategies in a long term contract and in a whole public infrastructure life-cycle perspective.
