Abstract
The article explores the relationship between the urban environment and the “extended” environment, arguing that environmental protection increasingly requires an integrated, territorially‑oriented approach. Focusing on the principle of integration, it examines how data‑driven governance can support preventive, adaptive and participatory environmental policies, provided that legality and fundamental rights are effectively safeguarded. Particular attention is devoted to digital sovereignty as a condition for sustainable transitions: sovereignty over data (collection, access, reuse and cross‑border transfers), infrastructures (cloud and cybersecurity), standards and interoperability, and decision‑making processes (transparency, explainability and human oversight of automated systems).
