Abstract


Over time, what is considered culturally significant has broadened, and the approach to cultural heritage has evolved, impacting the dynamics surrounding its specific functions. In particular, the social function of cultural upliftment for the community that cultural heritage is called upon to fulfill has shifted attention from mere passive conservation needs to a dynamic conception of protection that aims to protect cultural heritage and promote its enhancement.

At the same time, with specific reference to inland areas but with considerations that can be partially extended to different, albeit equally disadvantaged, contexts, recent studies have highlighted the obstacles to the ability to use cultural heritage effectively for policy implementation, identifying them as elements that recall fragmented ownership, inadequacy of forms of collaboration and management, poor awareness of the importance of networks, and inadequate human resources
