I pagamenti dalla e alla P.A. in Euro Digitale: prime riflessioni sul progetto di regolamento europeo dalla prospettiva del diritto amministrativo 
Abstract
This paper offers an administrative-law analysis of the proposed European Union regulation introducing the Digital Euro (ED) as a central bank digital currency. It examines the legal nature of the ED and its potential effects on payments to and from public administrations, public service delivery, public procurement, financial inclusion, anti-money laundering, and the traceability of public funds. Particular attention is devoted to the ED’s impact on the contractual and organizational frameworks of public services, and its compatibility with principles of equality, efficiency, and privacy. The study highlights the opportunities and risks inherent in adopting the ED within administrative practice, suggesting it may constitute both an innovative standard of service and an effective tool to enhance transparency, celerity, and accountability in public contracts, while emphasizing the necessity of adequate safeguards for social inclusion and data protection.
