Ordinanze contingibili e urgenti: natura, presupposti e problematiche connesse anche in epoca pandemica.

Abstract

This paper examines the main problems related to the contingent and urgent ordinances issued by the mayor. The aim is also to assert the compatibility of the mentioned ordinances with the principle of legality, which must be appreciated in a substantial way. Furthermore, the article takes into exam the limitations that administrative jurisprudence acknowledges for the use of this instrument.
